I’m installing an Enterprise edition setup and have published to the SQL server without an issue but when trying to to the 1st front end server setup I’m receiving the following error under step 1: Install Local Configuration Store. I’m a Domain admin on all the boxes and disabled virus software
SqlExpressRtcLocal. installing. failure code -2067919934

When install the Local Configuration Store, you should be logged on to the server minimally as a local administrator and a domain user who has membership in at least the RTCUniversalReadOnlyAdmin group.
And you can also check the deployment log for details.

You’ve done the publish topology without any errors and you see that you get the CMS database on the SQL server, so no errors there, correct?
If the above is true, how far do you get before the installation stops and roles back, straight away? Could you publish the sql log so we could see whats happening with the installation. The installation will tell you where the log file exists.
